Transport Oriented Development

fjcstudio designs housing under the NSW Government’s Transport Oriented Development (TOD) program, which allows more homes close to stations. Working with planning consultants, we test what these controls allow on a site, then design homes that suit their neighbourhood.

In accelerated TOD precincts such as Crows Nest, the rezoning sets building heights from 6 to 62 storeys around the new metro station. Our Housing Delivery Authority and Low and Mid-Rise Housing pages cover related housing pathways.

402-420 Pacific Highway, Crows Nest

A 39-storey mixed-use residential tower for Prosper in the Crows Nest accelerated TOD precinct, a short walk from the new Crows Nest metro station. The design responds to the new planning controls for the precinct, with residential floors rising above a mixed-use podium on the Pacific Highway. The State Significant Development application was lodged in 2025 under the TOD pathway and is now under assessment by the Department of Planning.

Our Expertise

Reading the Controls

TOD controls change what can be built around stations, often by a wide margin. We test height, floor space, setbacks and affordable housing bonuses on each site, so owners and developers know what the controls allow before they commit to a scheme, and can make informed decisions early.

Working with Planners

Planning consultants lead the choice of pathway, whether a council application, the TOD State Significant Development pathway or the Housing Delivery Authority. We work closely with them, providing the design testing and urban design evidence each pathway needs, drawing on current projects across these pathways.

Station Precincts

Accelerated TOD precincts bring taller buildings to the streets around new stations. We shape towers, podiums and public spaces so that density steps down to surrounding neighbourhoods, protects sunlight to streets and parks, and creates a coherent precinct rather than a collection of separate sites.

Homes Near Transport

Living close to stations reduces car dependence and supports local centres. Our designs focus on active ground floors, clear pedestrian links and well-planned apartments with daylight, outlook and cross ventilation. Homes near transport give residents easier access to jobs, schools and services, and help bring new life to neighbourhood streets.
